                Hi Erica,
                The West coast style leg straps are the style that permanently attach on the rear of the blanket and go through the little slot on the side of the blanket and attach at the horse's flanks. Euro style are the ones that are generally elastic, are detachable and attack further back.
                Yes, this blanket works nicely under a w/p sheet. I personally use these cut back style blankets on my horses and they stay perfectly dry under w/p sheets during turn out (and lots of rolling in the mud).

                This blanket the rear leg straps are attached nylon straps. Yes, you could use this as a liner under your turnout blanket.
