We need a blanket to cover a 17 1/2" saddle area. Is the 34" or the 38" measurement the body length from wither to tail?

The 34" measurement in the length front to back when on the horse, so yes, wither to tail. The 38" measurement is the width between the wear leathers.

Are these pads made in the USA?

The majority of Classic Equine pads are made in Texas.

How do you clean this pad

To clean the underside of the pad, first remove as much hair as possible by either currying or vacuuming the fleece. Once the hair is removed, hang the pad so it can be pressure washed (or use a good spray nozzle). First wet the entire underside of the pad. You can use horse shampoo or Woolite and apply to the fleece. Let it soak in for about 5 minutes before rinsing. When rinsing, rinse at an angle so all of the sweat and dirt is being forced out of the fleece so it runs down to the bottom of the pad. Rinse until the water runs clean and hang to dry.
